Responsibilities

Lead project tender

Analyse and understand tender requirements
Define tender deliverables and uses own knowledge of the business to facilitate their completion
Collect commercial, financial and technical information needed for the bid and tender
Prepare and submit tender documentation and project costing for submission
Facilitate commercial, financial and technical information among the team members to ensure consistency in strategies
Administer the Tender folders/CV banks and keeping marketing materials up to date
Report tender/contract status to the Director on a regular basis

In charge of project procurement

Source for materials, services, and vendors
Negotiate quantities, prices, delivery schedule, terms and conditions of delivery and payment/contractual terms, both with clients and suppliers
Prepare RFQ package for subcontracting and material supply
Manage subcontractor and supplier to support project execution
Perform quality audits and control deliveries on a case-by-case basis
Monitor inventory for consumable and purchase material when required
Realize cost savings opportunities and execute cost reduction initiatives

Other duties

Support project commercial related matters
Maintain all historical data for easy access
Develop schedule and quality monitoring method
Identify risks and propose risk mitigation measures
Prepare all relevant weekly, monthly reports
Develop workflows and procedures for tender and procurement

Requirements

Degree in Mechanical or Electrical Engineering
5-8 years of bids/tenders experience preferably in EPC project.
Basic understanding of project management, cost engineering, and quality assurance.
Able to identify / analyse forward supply or cost impact
Ability to incorporate legal, tax, financial and technical aspects into a tender response
Knowledge of contract law would be an added advantage
Good communication and negotiation skills
Need to liaise with Chinese-speaking partners
Good presentation skill using visual aid of MS power point.
